Parallel Exclusion (Feature #246)

Description

the option to trigger waiting for a dependency spell OR
known spell where parallel casting both will initiate breaking one or the other...

avr-binutils MAY NOT be parallel cast with binutils
avr-gcc MAY NOT be parallel cast with gcc

currently these spells share source folders with the original spells.

Is there a way to have the Exclusion required spells check for and wait for the spell they would break
if casting continued ( similar to the SOLO and OTHER instance checking I believe)

so why not just make the source dirs different? Or add SOLO to the avr copies? You're asking for a whole new dependency layer for something that can be easily avoided.
